I don't think so.

Here it is 2015 and if anything it is on the rise in western New York.

Heroin is most certainly on the rise all over the US.

Heroin use is absolutely on the rise. There was a spike in usage during the 60's and 70's but it has now appeared and has been increasing since 2007.

This is the data from the government site call http://www.drugabuse.gov:

"According to the National Survey on Drug Use and Health (NSDUH), in 2012 about 669,000 Americans reported using heroin in the past year, a number that has been on the rise since 2007.

This trend appears to be driven largely by young adults aged 18–25 among whom there have been the greatest increases. The number of people using heroin for the first time is unacceptably high, with 156,000 people starting heroin use in 2012, nearly double the number of people in 2006 (90,000). In contrast, heroin use has been declining among teens aged 12–17."

The problem of heroin began to reappear as the use of opiate prescription drugs like oxycodone and Vicodin increased.

Once someone begins using opiate "pain pills" recreationally they often become addicted and need more and more pills to avoid going into withdrawal. The pills are often 4 or 5 times more expensive than heroin, so they turn to heroin to save money.

Regardless of whether they shot or snort heroin it is a deadly addiction that 70% do not recover from.

So I agree with you that heroin usage, sadly, is likely going up in Western New York and it probably isn't to get any better very soon.
