How to help heroin addict?

I’m trying to find some info regarding how to deal with a family member addicted to heroin that is 1500 miles away.
My husband’s sister is 32 years old and has been fired from 5 jobs in the last year and a half. She lives with her parents. Husband’s family tip toe around her addiction and refuse to kick her out.
The parents, from what I see, are very nice to her, even though they are fully aware of the heroine issue. My husband speaks of his heartbreak about her almost daily, please help!
